Prime Minister Le Minh Hung has instructed ministries, sectors and local authorities to accelerate institutional reforms, allocate funding promptly and speed up the disbursement of national target program funds, while ensuring resources are used effectively and without waste.

Chairing the first meeting of the Central Steering Committee for the implementation of the National Target Programs on July 9, the Prime Minister called for the full disbursement of all central government budget funds allocated for 2026.

The target includes more than VND17 trillion ($650 million) in funding for three national target programs from the 2021-2025 period that has been carried over into 2026.

In recent months, the government has established the Central Steering Committee and issued regulations governing its organisation and operations to oversee four national target programs. These cover new rural development; sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas; cultural development; healthcare, population and development; and the modernisation and improvement of education and training.

The PM stressed that public resources must be allocated and utilised in line with program objectives and targeted beneficiaries, with a focus on priority areas. He also called for strict oversight to prevent fragmented investment, duplication of projects, financial losses, waste and corruption, ensuring that every program delivers tangible socio-economic benefits.
