The plan aims to remove Viet Nam from the list of countries subject to increased monitoring issued by the Financial Action Task Force (FATF) – a global money laundering and terrorist financing watchdog.

According to Ha Tinh Police in central Vietnam, the ring operated under a strictly hierarchical model, consisting of one primary partner and over 1,000 first- and second-tier agents nationwide.

Total transactions processed through fake corporate accounts amounted to nearly VND30 trillion ($1.19 billion).

Deputy Prime Minister Le Minh Khai has signed Decision No. 941/QD-TTg on the National Action Plan on the prevention and combatting of money laundering, terrorist financing, and financing of weapons of mass destruction for the 2021-2025 period. In particular, the Plan requires research into the field of virtual assets to prevent financial crime, in accordance with international standards and Vietnamese practice.
