The Ministry of Construction (MoC) has issued an official response to petitions from Hanoi voters regarding the detailed master plan for expanding Noi Bai International Airport.
According to the petitions, although the Prime Minister approved the Noi Bai International Airport expansion project long ago, the detailed planning remains unfinished. Critical steps, such as defining boundaries, marking landmarks for management, and initiating subsequent development phases, have yet to be completed.
Voters highlighted that this stagnation has significantly impacted the lives of local residents within the planned area. Many social infrastructure projects and residential houses have deteriorated but cannot be renovated, upgraded, or rebuilt, while a specific relocation plan remains unavailable.
In response, the MoC stated that, following the Prime Minister’s Decision No 655/QD-TTg regarding the master plan for the national airport system for the 2021-2030 period with a vision to 2050, the ministry approved the planning task for the airport. This was formalised under Decision No 1958/QD-BXD on November 6, 2025, with specialized agencies assigned to conduct the planning between 2025 and 2026.
The MoC emphasized that due to the airport’s strategically vital role and limited land fund, the ministry has directed the Civil Aviation Authority of Vietnam (CAAV) and the Airports Corporation of Vietnam (ACV) to select international consultants. This move aims to optimize land use, enhance operational efficiency, and meet the long-term development needs of the Capital Region.
Currently, the international consulting firm is finalizing the inception report and has proposed several planning options to ensure the airport can meet its projected capacity.
To ensure the feasibility of these plans, the ministry expects to consult with the Ministry of National Defense and the Hanoi People’s Committee in August 2026, once the consultants complete their research.
Based on the consensus of relevant agencies, the MoC will direct the urgent finalization of the planning dossier, seek further opinions from ministries and sectors, and submit the plan to competent authorities for appraisal and approval. The goal is to complete this process within 2026.
Once the "Detailed Plan for Noi Bai International Airport for the 2021-2030 period, with a vision to 2050" is approved, the Ministry of Construction will coordinate with the Hanoi People’s Committee to demarcate the airport boundaries. This will serve as the basis for land management and construction order in accordance with regulations.
