Lach Huyen International Logistics & Industrial Park - Deepwater Port Joint Stock Company (LHF) and PSA Vietnam (PSA) have signed an agreement to jointly invest in Lach Huyen Port Investment Joint Stock Company (LHP), marking a major step in the development of a new deepwater container terminal at Lach Huyen International Deep-Sea Port in Hai Phong.
Signed on June 30, 2026, the partnership will see the two companies jointly develop and operate four deepwater container berths, Berths 9 through 12, with a designed handling capacity of 4.5 million TEUs.
The project covers more than 146 hectares and includes a combined berth length of up to 1,800 meters. Once completed, the terminal will be capable of accommodating container vessels of up to 200,000 DWT, allowing it to serve the latest generation of ultra-large container ships.
Construction of the first two berths is expected to begin in late 2026, with the full project scheduled for completion by 2035.
Expanding Vietnam's role in regional shipping
The partners aim to position Lach Huyen Port as an international transshipment hub within PSA's global port network.
The terminal will incorporate digital technologies that enable real-time sharing of vessel schedules and operational data, helping shipping lines and cargo owners improve operational efficiency and reduce vessel turnaround times.
Located along major international shipping routes, the new terminal is expected to strengthen Hai Phong's position as a regional logistics gateway and expand its role in international transshipment.
Executives highlight long-term partnership
Mr. Nelson Quek, Regional CEO Southeast Asia at PSA International, said: "Vietnam is one of Southeast Asia's most dynamic and rapidly growing economies and this project reflects PSA's long-term commitment to the market. By adding a strategic deep-sea gateway at Lach Huyen to our existing network, we are strengthening our "Node to Network" strategy and enhancing connectivity across regional and global supply chains. Together with LHF, we look forward to building a resilient, future-ready gateway that creates long-term value for our customers and stakeholders."
Mr. Nguyen Vinh Hau, General Director of LHF, said: "The development of Lach Huyen Port is an important milestone in our vision to establish Northern Vietnam as a leading logistics and industrial gateway in Asia. Through our partnership with PSA, we are combining global port expertise with deep local market knowledge and the advantages of Hai Phong City's Free Trade Zone to develop world-class infrastructure that will support future trade growth, attract investment, and strengthen Vietnam's role in global supply chains. We look forward to building an efficient and sustainable gateway that serves the needs of businesses for decades to come."
H.E. Rajpal Singh, Singapore's Ambassador to Vietnam, said: "Singapore and Vietnam enjoy a warm and long-standing relationship, underpinned by strong economic cooperation. Singapore has consistently been one of Vietnam's largest foreign investors. Partnerships such as this one reflect the depth of mutual trust that both sides have carefully built over the years. We are very optimistic about Vietnam's growth potential and confident that Vietnam will achieve its ambitious development goals."
Integrated free trade zone
The port project forms part of LHF's broader Lach Huyen Free Trade Zone development, which also includes the 752-hectare Xuan Cau Industrial Zone and Free Trade Zone.
According to the company, the integrated development will combine a deepwater port, industrial park and free trade zone, creating what it describes as Vietnam's first integrated free trade zone-seaport-industrial complex.
The project will offer multimodal connectivity, including road, rail, inland waterways, sea and air transport. It will also feature an international rail connection linking the complex directly with China, aimed at reducing logistics costs, shortening transit times and supporting cross-border trade.
The companies said the partnership marks the beginning of a long-term collaboration to expand Vietnam's maritime infrastructure and strengthen the country's position in regional and global supply chains.
