The upgrade aims to maintain the airport’s 4E status in accordance with International Civil Aviation Organization (ICAO) standards.

Under Decision No. 1417/QD-BXD of the Minister of Construction, the project focuses on upgrading infrastructure to safely and efficiently operate Code E aircraft, such as the Boeing 747, Boeing 787, Airbus A350, or equivalent models. This expansion aims to meet growing air transport demand, supporting economic, social, defense, and security development for Da Nang city and the central coastal region as a whole.

Classified as a Group B project, the total estimated investment will be funded by the central government budget, with execution scheduled for the 2026–2028 period. The Ministry of Construction has assigned the Thang Long Project Management Board as the project developer.

The board is responsible for leading and coordinating with relevant agencies to prepare the project’s feasibility study report, submitting it to competent authorities for an official investment decision in compliance with the Law on Investment and related legislation.

Additionally, the developer will work with the ministry’s Department of Planning and Finance to carry out administrative procedures to guarantee timely capital allocation, while exploring measures to accelerate construction progress and bring the project into operation as early as possible.

Upon completion, the developer must transfer the aviation infrastructure assets to the Airports Corporation of Vietnam (ACV) for management, operation, and exploitation, in accordance with Government Decree No. 278/2025/ND-CP dated November 5, 2025.

Meanwhile, the Civil Aviation Authority of Vietnam bears full responsibility for the investment proposal and the accuracy of reported data.

The agency will review and incorporate appraisal feedback from the Planning and Finance Department to finalize the project proposal dossier before transferring all research outcomes to the Thang Long Project Management Board.
