The Quang Ninh Provincial People's Committee has proposed that the Provincial People's Council add four projects, covering a total area of over 64 ha, to the list of land to be recovered in 2026.
The total area slated for acquisition is 64.68 ha across the communes and wards of Quang Tan, Hai Son, Hai Ninh, Mong Cai, and Uong Bi.
According to the proposal, the four projects recommended for addition to the 2026 land recovery list (Phase 3) include: the West Dam Ha A Industrial Cluster, the 220kV Vietnam–China–Mong Cai border transmission line, the Phu Thanh road resettlement area (the section from Cong Thanh to the Uong Bi – Dong Trieu riverside road in Uong Bi Ward), and the Quang Trung cemetery project (Uong Bi Ward).
The West Dam Ha A Industrial Cluster is the largest of the four, spanning 53.49 ha in Quang Tan Commune. The Provincial People's Committee issued an official decision to establish this industrial cluster in May 2026.
The 220kV Vietnam–China–Mong Cai border transmission line covers 4.2 ha across Hai Son, Hai Ninh, and Mong Cai wards. The Quang Ninh Economic Zone Management Board approved the investment policy and the designated investor for this project in February 2026.
The Phu Thanh road resettlement area (from Cong Thanh to the Uong Bi – Dong Trieu riverside road) covers 4.99 ha of primarily agricultural land in Uong Bi Ward. The investment policy and master plan for this project were approved by local authorities in June 2026.
Finally, the 2-ha Quang Trung cemetery project in Uong Bi Ward also received investment policy approval in June 2026, aligning with the province's land-use planning.
According to the Provincial People's Committee, all four projects are consistent with local development plans and fall under the categories for state land recovery as stipulated by Article 79 of the 2024 Land Law.
