The Vietnamese Government has recently issued Decree No. 258/2026/NĐ-CP, detailing specific mechanisms and policies to mobilize resources for enhancing the efficiency of international integration, in accordance with the National Assembly's Resolution No. 250/2025/QH15.
The new regulations apply to a wide range of individuals, including civil servants, public employees, armed forces officers, and personnel working in foreign affairs and international integration. The decree also covers scientists and experts specialized in international integration, as well as educational institutions dedicated to the field.
Under the decree, an international integration scientist is required to be proficient in at least one foreign language, reaching a minimum of Level 4 in Vietnam’s 6-level competency framework. Additionally, they must possess at least 10 years of experience in foreign affairs or international integration, or a decade of direct teaching and scientific research in these areas.
Furthermore, candidates must either hold a doctorate degree from an internationally reputable institution or be the author of scientific research that has won international awards or demonstrated significant practical effectiveness through widespread application.
Similarly, international integration experts must meet the Level 4 foreign language proficiency requirement along with specific professional criteria.
Eligible experts include those with at least 10 years of experience or management tenure at international or regional organizations, or those who have led state-level research projects in foreign affairs that received an "Excellent" rating upon appraisal.
The decree also recognizes individuals who have held leadership or management positions at the Vice Minister level or equivalent, particularly those who have chaired or advised on high-level policies, shaped cooperation mechanisms, or negotiated national-level agreements and inter-regional issues.
Expert status can also be granted to individuals nominated by the Vietnamese Government to international professional bodies, or those officially appointed by ministers or provincial-level Chairpersons.
For Vietnamese scientists and experts of working age who wish to serve long-term in organizations specialized in foreign affairs and international integration, the decree provides a pathway for recruitment into the civil service or public employee system.
The above-mentioned individuals will receive monthly financial support equivalent to 300% of their current salary based on their assigned salary coefficient, in addition to other statutory benefits provided by law.
