The decree also recognizes individuals who have held leadership or management positions at the Vice Minister level or equivalent, particularly those who have chaired or advised on high-level policies, shaped cooperation mechanisms, or negotiated national-level agreements and inter-regional issues.

Expert status can also be granted to individuals nominated by the Vietnamese Government to international professional bodies, or those officially appointed by ministers or provincial-level Chairpersons.

For Vietnamese scientists and experts of working age who wish to serve long-term in organizations specialized in foreign affairs and international integration, the decree provides a pathway for recruitment into the civil service or public employee system.

The above-mentioned individuals will receive monthly financial support equivalent to 300% of their current salary based on their assigned salary coefficient, in addition to other statutory benefits provided by law.
