The Ho Chi Minh City People's Committee has issued an implementation plan for the "Digital Transformation Scheme for Small and Medium Enterprises (SMEs) until 2030," aimed at significantly enhancing the productivity, quality, and competitive advantage of local businesses.

This plan focuses not only on supporting SMEs in applying digital technology but also on building a comprehensive digital ecosystem. Accordingly, between 150,000 and 200,000 SMEs will receive support through digital technology solution packages, digital platforms, and artificial intelligence.

Notably, at least 100,000 enterprises will be assisted in applying advanced technological products, helping them adapt quickly to market fluctuations and participate deeply in global value chains.

One of the highlights of the plan is the formation of a group of 200 exemplary digital transformation SMEs in key sectors such as science and technology, processing, manufacturing, agriculture, healthcare, commerce, logistics, finance, education, and tourism. These enterprises will serve as pioneering nuclei, leading and spreading digital transformation models to the wider business community.

To achieve these goals, the city will focus on developing fixed broadband infrastructure, 5G mobile networks, and next-generation mobile technologies within industrial parks, export processing zones, economic zones, and high-tech parks. This infrastructure is designed to meet the requirements of smart manufacturing, automation, the Industrial Internet of Things (IIoT), robotics, artificial intelligence (AI), and real-time control systems that ensure low latency and high reliability. The city will also accelerate the implementation of public telecommunications services to bridge the digital divide between different regions.

Furthermore, the city will support SMEs in their digital transition and ecosystem development by establishing digital transformation roadmaps tailored to specific industries and sectors. This includes building a network of digital transformation consultants, providing financial aid for consulting fees, and helping businesses access digital products and solutions. The plan also encourages startups, science and technology firms, and digital tech companies to research and perfect solutions specifically for SMEs.

Additionally, HCM City will assist businesses in adopting digital platforms and AI, fostering innovation, and facilitating technology transfer. Digital capacity will be further enhanced through specialized training for business owners and core personnel, alongside the provision of legal support to help SMEs navigate the complexities of digital transformation.
